<content:encoded><![CDATA[Red ATV with female operator and child were operating the ATV in violation of JC ATV ordinance on the roads of River View Park.

ATV, female operator and child proceeded to drive ATV on the private property of the community. Female operator is a renter in the community, has not paid her park use fee, and as such is trasspassing on private property. RVA board members approached the vehicle and notified the operator of the JC ATV ordinance violation and attempted to explain the community rules and park use regulations.

This ATV and a male operator we observed by association members within the last 2 weeks operation the ATV in violation of JC ATV ordinance and on the private property owned by RVP.

This ATV, the child, and a male operator were operating the same ATV at the intersection of Mountain Brook and Mt Vista trail 2 weeks earlier. Board president informed the operator of the JC ATV ordinance violation and enforcement in RVP.

Communication with the tennant, property owner and the Jefferson County Sheriff has begun to resolve this issue.]]></content:encoded>

Since I have reported a previously abandoned bike that was stolen from the gate 4 area and then dumped in RVP (presumably by a resident), I was contacted to report the following:

"a mountain bike in fairly good condition and laid in the weeds at the beginning of Winona Cir. for 3 days.  We asked around here and no one knows who it belongs to.

It's a Magna XL2, black & Maroon with a combination lock wrapped around it's cross bar.  We have it in our garage.

<content:encoded><![CDATA[My house in River View Park, Harpers Ferry, WV was broken into between the dates of March 19-26,  The person/persons try to get in the front of the house through a window, they got 2 screws out but couldn't get the 3rd and then went to the back of the house and threw a brick into the back bedroom window 17" x 30" , they cut the screen. A number of things were taken like a small apartment refrigerator, a Cobra Scanner, Bear Bow, Bullets, Gun powder and Bullet casings, 2 wooden boxes with Deer Emblems on them. The house was ram sacked that looks like they were looking for money, The dresser drawers were emptied and thrown on the floor. The male walked through private property and down a driveway passed an unoccupied home thru the woods from River View Park to Shannondale heading towards Gray Fox.

The Male needed to walk thru and jump over a gate that is marked private property no trespassing and needs to walk directly past private vehicles and the back and front door of a dwelling.

Vehicle has been seen before in this location at various times of day and night, turning around in this area.  Could be nothing BUT the person is willfully trespassing on another persons property including my own.]]></content:encoded>

The ATV accessed Mt. Vista Trail from a residence at 148 Mt Vista Trail. Additional information is filed in private details.

The ATV is a sport model, black in color.
The ATV was traveling at a slow rate of speed when approached.

The ATV operator is a white male, medium build, late 20's to mid 30's dark hair with dark facial hair

The ATV operator was reminded of the verbal information given to him one week earlier which included 1- Violation of posted speed limit, 2- Violaton of the Jefferson County ATV Ordinance

Came down Antler Trail went onto mission road and tore up Mt Vista Trail while i was turning into Mt Vita - seriously he must have been traveling at 50+ miles - I was driving as fast as I could and all I could see was dust - my best guess is that he went down Cunning fox, or possibly Deer run as there was a group of young males hanging in the woods on the corner.]]></content:encoded>

EMERGENCY UPDATE
This is an unofficial report from Commissioner Jim Surkamp after a conference call (today Thurs. 10 AM) with Governor Manchin and a follow-up call conducted by the County Emergency Services Coordinator, Barbara Miller, who made a report that she was going to give at our now-cancelled Thursday meeting. (This report I am making is not an 
official announcement of any kind).

All electeds - the County Commissioners and mayors took part in both phone meetings.

1. Call volume: 53 pages of logged in requests for help along with the record of accumulating 911 calls maintained by the Communications Center. The level of 911 calls was extraordinary at times. Calls included requests to take people or doctors to the hospital, bringing food and medicine to the homebound, stranded vehicles and drivers.

2. ROAD CONDITIONS: Main roads remain icy and compacted, secondary roads have had heavy drifting since last night. Governor Manchin has ordered National Guardsmen with supplies and vehicles to help. Removing snow a big current concern in towns and is being addressed in the next twenty-four hours, if not already. People still need to stay off roads. The County, through six fire companies and EMS, is using six Humvees from the National Guard to deliver meals-ready- to-eat medicines and other support, where possible. (There was an instance where a Humvee with chains got stuck in snow).

3. More snow - up to six inches - is expected Sunday and Monday. For reimbursement purposes, the costs of snowfall from last Friday thru next Monday, or until the recovery response phase is over - is considered one storm event.

4. Coordinator Miller said the volunteer response has "been huge" and is included as in-kind contribution when reimbursement of funds is sought. Shepherd students, through Volunteer Coordinator Holly Frye, knocked on doors and shoveled the walks of town residents. Supervised, CERT-trained volunteers helped with phones at the communications Center.

5. Watching roof collapse problems right now - although the number of  reports has been low so far.

6. If the snow melts fast with a quick warming - there is a danger of flooding up to 25 and 30 feet in the Harpers Ferry area and Shepherdstown. The heavy snows fell from the headwaters in Grant County to here.

The County's GIS Specialist Todd Fagan has provided exact ID of where structures are throughout the County located within 100-year flood plains.

7. Our great Emergency staff has been working almost throughout since last Friday at the Center. Communications Director Jeff Polcyzinski and Maintenance Director Bill Polk took a Humvee to make sure power to the communications tower at the top of the Blue Ridge would remain reliable.

8. The County's electeds from the County and all the towns are instructed to wait until the recovery is completed. Then to maintain careful records of costs incurred and reasonable expenditures. This information will be submitted as a report for reimbursement by the County's Emergency Services Director. In less extreme snows, the federal government has, in the past, tended to not pay for snow costs. That could be different this time, if applications suit. Commissioner Manuel initiated a request from the in-session State Legislature to use funds in a rainy day fund, which is used for flood events.

The Eastern Panhandle Chapter of the American Red Cross, in an effort to protect both our volunteers and clients, will be opening a shelter at the Covenant Baptist Church, 7485 Shepherdstown Pike, Shepherdstown, WV to provide a safe and warm environment for Jefferson County residents who may be suffering from long-term power, food shortage and/or water outages.  
 
If you are in need of temporary shelter, please bring the following items with you:  bed linens, clothing, toiletries, and any prescription or non-prescription medications you may require.  Please check in at the registration desk in the gymnasium and we will make sure you are directed to safe parking.  If you are unable to provide your own transportation, please contact the Jefferson County EOC at (304) 728-6345 or (304) 728-2100 x2979.  The dedicated folks operating the EOC will do their best to provide alternative transportation during this snow emergency.  At the present time, we are unable to provide shelter for pets due to the road conditions and safety concerns involved in their transportation to the animal shelter.

If you are unable to provide your own transportation, please contact the Jefferson County EOC at (304) 728-6345 or (304) 728-2979.  The dedicated folks operating the EOC will do their best to provide alternative transportation during this snow emergency.  At the present time, we are unable to provide shelter for pets due to the road conditions and safety concerns involved in their transportation to the animal shelter.

In addition, Red Cross volunteers and members of the Augusta Church of Christ will be opening a shelter at 10PM tonight, February 8th. The Augusta Church of Christ is located at 91263 Route 50 in Augusta. If you are in need of transportation to the shelter, please call your local 9-1-1 center.

It is times like this that the Eastern Panhandle Chapter of the American Red Cross can really use monetary donations from the local communities to sustain such massive operations. 2. Hey, thanks for letting me use the bathroom when I was working in your yard last week. While I was in there, I unlatched the back window to make my return a little easier.

3. Love those flowers. That tells me you have taste ... And taste means there are nice things inside. Those yard toys your kids leave out always make me wonder what type of gaming system they have.

4. Yes, I really do look for newspapers piled up on the driveway. And I might leave a pizza flyer in your front door to see how long it takes you to remove it.

5. If it snows while you're out of town, get a neighbor to create car and foot tracks into the house. Virgin drifts in the driveway are a dead giveaway.

6. If decorative glass is part of your front entrance, don't let your alarm company install the control pad where I can see if it's set. That makes it too easy.

7. A good security company alarms the window over the sink. And the windows on the second floor, which often access the master bedroom-and your jewelry. It's not a bad idea to put motion detectors up there too.

8. It's raining, you're fumbling with your umbrella, and you forget to lock your door-understandable. But understand this: I don't take a day off because of bad weather.

9. I always knock first. If you answer, I'll ask for directions somewhere or offer to clean your gutters. (Don't take me up on it.)

10. Do you really think I won't look in your sock drawer? I always check dresser drawers, the bedside table, and the medicine cabinet.

11. Here's a helpful hint: I almost never go into kids' rooms.

12. You're right: I won't have enough time to break into that safe where you keep your valuables. But if it's not bolted down, I'll take it with me.

13. A loud TV or radio can be a better deterrent than the best alarm system. If you're reluctant to leave your TV on while you're out of town, you can buy a $35 device that works on a timer and simulates the flickering glow of a real television. (Find it at faketv.com.)

8 MORE THINGS A BURGLAR WON'T TELL YOU:

1. Sometimes, I carry a clipboard. Sometimes, I dress like a lawn guy and carry a rake. I do my best to never, ever look like a crook.

2. The two things I hate most: loud dogs and nosy neighbors.

3. I'll break a window to get in, even if it makes a little noise. If your neighbor hears one loud sound, he'll stop what he's doing and wait to hear it again.  If he doesn't hear it again, he'll just go back to what he was doing. It's human nature.

4. I'm not complaining, but why would you pay all that money for a fancy alarm system and leave your house without setting it?

5. I love looking in your windows. I'm looking for signs that you're home, and for flat screen TVs or gaming systems I'd like. I'll drive or walk through your neighborhood at night, before you close the blinds, just to pick my targets.

6. Avoid announcing your vacation on your Facebook page. It's easier than you think to look up your address.

7. To you, leaving that window open just a crack during the day is a way to let in a little fresh air. To me, it's an invitation.

8. If you don't answer when I knock, I try the door. Occasionally, I hit the jackpot and walk right in.
